COVID-19 Pandemic Surgical Masks to Critical Sectors

California’s Response by the Numbers
The Governor’s Office of Emergency Services (Cal OES) continues its mission to support workers who are performing essential tasks in response to the COVID-19 pandemic.

Cal OES has sent millions of surgical masks to critical sectors during this ongoing response to the COVID-19 pandemic.
Here are the latest numbers of surgical masks to critical sectors as of August 06, 2020:

    FEMA COVID event declared on March 13, 2020. Effects EVERYONE. End of event most likely when the population is vaccinated with an approved vaccine.

    Under FEMA Disaster declaration all environmental laws are suspended for a period of time(cuts out the red tape and allows timely response). This happens in FIRE, FLOOD,STORM, etc.

    Response is managed by an Incident Command Team(IC, OPS, LOGIStics, Special Branches like MEDICAL, Other Agency Reps, etc.)

    In response to COVID19 “EVERYONE” needs to know everything. The Health Departments have their normal privacy regulations for normal times. However, we are in a declared disaster and the normal privacy rules should be suspended with regard to COVID19 to allow the public to know everything the authorities know. Who has the virus or at least the street they live on, where they have been(stores,Bars, Restaurants,Gov offices, recreation facilities, etc). and who they may have contacted so the public can protect ourselves and our families. Know if they were potentially exposed. Know where hot spots are. Know where and who to avoid.

    This information should be presented Daily as is customary with other types of incidents. The information should be presented by the Incident PIO or the Leaders of the various groups in the Incident Command. This should be standardized throughout the USA.

    Total Cases, Total tests, Total positive tests (sites and facilities), Total isolating at home, Total in hospital, Total recovered and age in each status.

    “FACTS” allow citizens to assess what is going on and ease mental stress. Our “ELECTED LEADERS” need to make sure the Incident Commanders do whatever is required to make all “FACTS” available so folks can react and respond appropriately. The public needs to know in a total transparent reporting and updating, a full truth so the public can be confident and comfortable that full disclosure is happening.

    This pandemic is different and requires action that are counter to normal HIPAA rules. Information relating to COVID 19 should all be public as every member of the public is affected. There are no sanctuaries. It is like a large HAZMAT incident and it covers the earth. The public needs to know where the hotter zones are and with information can identify Warm Zones and Cold Zones. This is for the security of the community and each individual and family in the community..

    Previous Presidents have issued orders mandating event information in other biologic incidents be available for security purposes and those incidents were mild compared to the COVID 19 Incident.

    The public has not been given the normal information and in the normal locations of other Declared Disasters. Daily briefings are the standard under the ICS System for Disasters.

    What has been happening is a basic FEMA IC VOID. No wonder there is a sense of failure in the response in this incident. Come on OES step up!
