Over the past several years, the state has experienced an unprecedented number of emergencies and disasters. As these climate-driven natural disasters become more severe in California, the California Governor’s Office of Emergency Services (Cal OES) staff has met each new challenge head-on. 

The nearly 2,000 staff at Cal OES have responded to increasingly complex disasters in fresh and innovative ways, strengthening the foundation of emergency management to prepare for, respond to and recover from all types of emergencies and disasters. 

This week, Cal OES welcomes you to learn more about Naomi Ramirez, a Program Analyst with the Fire and Rescue Division. The work she does ensures Californians receive real-time, life-saving information during wildfires, supports firefighters on the ground, and helps communities across the state stay safe. 

The Fire and Rescue Division is responsible for coordinating the statewide response to a wide range of emergencies, including wildfires and other major disasters. Beyond fire protection, the division also oversees the implementation of the California Fire Service and Rescue Emergency Aid. 

“Cal OES has been super rewarding to work for because you are lending a hand to Californians who need it,” Naomi said, “You lend a hand, and someone will lend a hand back when you need it.” 

Naomi started her career at Cal OES within Fire and Rescue working on reimbursement programs, which gave her a deeper understanding of how local agencies are supported during major incidents. Being able to see different sides of the Fire and Rescue Branch, including reimbursement, special ops, the fleet team, and the FIRIS Program, has given her a well-rounded understanding of how the division operates and how each part works together to keep Californians safe.
