Over the past several years, the state has experienced an unprecedented number of emergencies and disasters. As these climate-driven natural disasters become more severe in California, the California Governor’s Office of Emergency Services (Cal OES) staff has met each new challenge head-on.
The nearly 2,000 staff at Cal OES have responded to increasingly complex disasters in fresh and innovative ways, strengthening the foundation of emergency management to prepare for, respond to and recover from all types of emergencies and disasters.
This week, Cal OES welcomes you to learn more about David Neill, Assistant Chief Counsel with Legal Affairs at Cal OES. The work he does helps provide sound legal advice, creative solutions, and effective risk management to support Cal OES as a leader in emergency management, homeland security, and victim services.

David has been with Cal OES for two and a half years. Prior to working in Cal OES’s Legal Affairs office, he worked for over 15 years as the Supervising Deputy Attorney General at the California Department of Justice where he represented state employers in all aspects of employment law, from providing advice and counsel and conducting workplace investigations to representing employers in state and federal litigation and appellate matters.
