This week, Cal OES welcomes you to learn more about Robert Sean Powers, who joined Cal OES in December 2022 as the Deputy Logistics Chief for the State Operations Center (SOC).
Since his arrival, Sean has made an immediate and significant impact, demonstrating exceptional dedication to mastering the complexities of SOC Logistics operations and quickly establishing himself as an integral member of the team.
Under the general direction of the Deputy State Operations Center Director, Sean collaborates closely with the SOC Logistics Chief to manage the Logistics Unit within the Incident Command System (ICS), a vital framework for responding to emergencies and disasters across California.
His responsibilities are vast and varied, including overseeing the operation and supervision of logistics staff, developing and implementing strategies to meet incident objectives, and driving continuous improvement through the management of change initiatives.
Additionally, Sean plays a key role in formulating and enforcing policies and procedures within the Logistics Section, ensuring compliance with all applicable laws, regulations, and Cal OES standards.
Sean’s leadership and expertise are essential to the success of the Logistics Section during major incidents. His ability to coordinate complex logistics operations under pressure, while supporting the SOC’s mission and strategic goals, has made him an invaluable asset to Cal OES. A career Marine Corps Reservist with over 20 years of service, Sean brings a wealth of experience as a Foreign Military Advisor of Logistics at the Operational and Strategic Levels. His extensive military background in combat logistics, combined with his work at Cal OES, aligns seamlessly with our mission to build a highly skilled and capable emergency response team.
