$19 Million in Grants Now Available to Enhance Safety & Security for Local Reproductive Health Facilities

 These grants are part the Newsom Administration’s investments to protect the right to safe and accessible reproductive health care.

SACRAMENTO — Building on California’s commitment to protect reproductive rights of patients and providers alike, Governor Gavin Newsom’s administration today announced the availability of $19 million in new grants designed for physical and data security at facilities providing abortion-related care and reproductive health services.

Known as the Physical and Digital Infrastructure Security (PDIS) Grant Program, these grants are administered by the California Governor’s Office of Emergency Services (Cal OES) in coordination with the Department of Health Care Access and Information (HCAI). The grants will fund physical and digital security enhancements at health care facilities and practitioner offices throughout the state that may be the target of violence and vandalism.

“California is doubling down on its effort to protect Californians’ reproductive rights, not only at home but in the health care setting. This investment to improve the safety of facilities and practitioners who also champion these rights is paramount,” said Governor Newsom.

Health care facilities and health care practitioners may apply for this funding. The two pots of money include:

  • Physical and Digital Infrastructure Security for Health Care Facilities (PDIS-HCF) has approximately $14 million available for the program. Applicants may request up to $500,000 per facility.
  • Physical and Digital Infrastructure Security for Health Care Practitioners (PDIS-HCF) has approximately $5 million available in state General Funds for the Program. Applicants may request up to $150,000 per practitioner site.

“Defending Californians from threats of violence and extremism is an essential part of our mission as a state. By improving security at healthcare sites, we can protect providers, patients, and the surrounding communities alike,” said Cal OES Director Mark Ghilarducci.

”Every Californian should have access to quality health care, including reproductive health services. These grants will help providers focus on what they do best – administer important reproductive care in a safe environment,” said HCAI Director Elizabeth Landsberg.

Eligibility

To be eligible for the PDIS-Health Care Facilities grant program, applicants must be:

  1. A currently licensed community health center, tribal Federally Qualified Health Center (FQHC), or a rural hospital, small hospital, or critical access hospital that is not part of a large health system or hospital system.
  2. Located in California; and
  3. Providing abortion-related services and reproductive health care services.

To be eligible for the PDIS-Health Care Practitioner grant program, applicants must be:

  1. A currently licensed health care practitioner.
  2. Located in California; and
  3. Providing abortion-related services and reproductive health care services.

California’s Leadership

This is part of a broader effort by the Governor Newson Administration to champion reproductive rights and protections for anyone who seeks care in California. Most recently, Proposition 1 went into effect, amending the state constitution to enshrine protections for reproductive freedom, including abortion care and contraception.

California’s efforts to back reproductive freedom comes as other states continue their attacks to limit or outright ban access to abortion and other sexual and reproductive health care in the wake of the U.S. Supreme Court overturning Roe v. Wade less than 6 months ago. The Newsom Administration has ensured easy and correct information is always available with the creation of Abortion.ca.gov.

Also, the California Department of Health Care Access and Information (HCAI) has announced the beginning of an application period for $19 million in grants under the Clinical Infrastructure Fund to increase the amount and types of health care providers offering reproductive health care. This funding is part of last year’s historic investment in increasing access to sexual and reproductive health care in the wake of the U.S. Supreme Court overturning Roe v Wade.

The deadline for the PDIS grant has been extended until March 10th, 2023.
