SACRAMENTO — The California Governor’s Office of Emergency Services (Cal OES) is now accepting applications for two separate grant programs, one state and one federal, that each help nonprofits bolster their safety and security.
Applications for the California State Nonprofit Security Grant Program (CSNSGP) are due December 12, 2025. Proposals for the federal Nonprofit Security Grant Program (NSGP) are due November 21, 2025. Both grant programs help support security enhancements such as gates, lighting, and access control for eligible organizations.
“The state and federal grant programs each have unique requirements, but the goal for each remains the same: protect the right of all Californians to worship and assemble without fear of violence and hatred. California stands with every community in the fight against hate,” said Cal OES Director Nancy Ward.
Eligible organizations, including tax-exempt nonprofit organizations under section 501(c)(3) of the Internal Revenue Code, may apply to either grant program or both.

California State Nonprofit Security Grant Program (CSNSGP) Proposal Period Open Now
Cal OES is now accepting proposals through December 12, 2025, for the $76 million California State Nonprofit Security Grant Program (CSNSGP) for eligible 501(c)(3) nonprofit organizations, including synagogues, mosques, and other nonprofits.
The grants fund safety enhancements such as reinforced doors, gates, lighting, access control systems, and inspection and screening systems.
Interested applicants must send a proposal electronically to CSNSGP@caloes.ca.gov by 11:59 p.m. (PDT) Friday, December 12, 2025.

Federal Nonprofit Security Grant Program (NSGP) Application Period Open Now
Cal OES is now accepting applications through November 21, 2025, for the $26.2 million federal Nonprofit Security Grant Program (NSGP) for eligible 501(c)(3) organizations, including synagogues, mosques, and other nonprofits.
NSGP is a FEMA grant, and applications will be evaluated based on federal guidelines.
Interested applicants must submit applications electronically to Nonprofit.Security.Grant@caloes.ca.gov by 5:00 p.m. (PDT) Friday, November 21, 2025.

California’s Ongoing Work to Improve Safety and Fight Hate Crimes
Earlier this year, Governor Gavin Newsom awarded a record-breaking $76 million in FY24 CSNSGP state grants to help safeguard 347 community groups and $14.5 million in FY24 NSGP federal supplemental (NSGP-NSS) grants for 78 California nonprofits and faith-based organizations. As hate crimes surged nationally and internationally, Governor Newsom also published the Golden State Plan to Counter Antisemitism and denounced hate crimes against Muslim, Palestinian American, and Arab American communities. The Governor also convened the Commission on the State of Hate to strengthen hate-crime tracking, signed an executive order to further protect communities against discrimination and hate crimes, and launched CA vs Hate—a multilingual statewide hotline (1-833-8-NO-HATE) and cavshate.org website that provides a safe, anonymous reporting option for victims and witnesses of hate crimes
